Brief Introduction to "Capital Investment Entrant Scheme"

The Government of the Hong Kong Special Administrative Region ("HKSAR") has launched the "Capital Investment Entrant Scheme" (the "Scheme") on 27 October 2003. Under the Scheme, the eligible entrant has to invest not less than HK$6.5 million in Permissible Investment Asset Classes for residence in Hong Kong.

Grey Line Red Arrow Scope of the Scheme
The Scheme is applicable to foreign nationals (except nationals of Afghanistan, Albania, Cuba and Democratic People's Republic of Korea), Macao Special Administrative Region residents, Chinese nationals who have obtained permanent resident status in a foreign country, stateless persons who have obtained permanent resident status in a foreign country (with proven re-entry facilities) and Taiwan residents.

Grey Line Red Arrow Eligibility Criteria
To satisfy the criteria under the "Scheme", the applicant must:
  1. Be aged 18 or above when applying for entry;
  2. Have net assets of not less than HK$6.5 million throughout the two years preceding his application;
  3. Have invested within six months before submission of his application to the Immigration Department, or will invest within six months after the granting of approval in principle by the Immigration Department, not less than HK$6.5 million in Permissible Investment Asset Classes;
  4. Have no adverse record both in Hong Kong and country/region of residence;
  5. Be able to demonstrate that he is capable of supporting and accommodating himself and his dependants.

The applicant should invest not less than HK$6.5 million in the following Permissible Investment Asset Class(es) :
  1. Real estate; and/or
  2. Financial assets (including equities listed in Hong Kong, debt securities denominated in Hong Kong dollars, certificates of deposits denominated in Hong Kong dollars, subordinated debt issued by authorized institutions, eligible funds, or subject to the latest announcement by the Immigration Department)

Remarks:
  • To enjoy the brokerage fee offer (subject to a minimum brokerage fee of HK$100 per transaction), customers should conduct transactions of local securities listed at Hong Kong Exchanges and Clearing Limited ("HKEx") and settled in Hong Kong dollars (excluding Monthly Stocks Savings Plan and IPO transactions). Other transaction fees still apply. These include, but not limited to, transaction charge, stamp duty, transaction levy charged by the Securities and Futures Commission and trading fee charged by HKEx.
